Los estudiantes deben cursar o haber cursado Organización Industrial, en la carrera de LEC.

OBJETIVO ESPECIFICO DEL CURSO

Con la apertura económica y la reducción de barreras al comercio y la inversión, las regulaciones económicas han ganado importancia tanto como promotoras de negocios y bienstar, como también como nuevas barreras a la actividad económica. El presente seminario se concentra en el análisis, evaluación y proposiciones de regulaciones económicas. Su caracter es multidisciplinario en la interfase de teoría económica, economía institucional, filosofía del derecho y análisis de estructuras y conductas de mercado. Sus aplicaciones se refieren a América Latina.

INTRODUCCION AL CURSO Y OBJETIVOS

Al analizar los cambios regulatorios, las economías de América Latina enfrentan un gran reto: la convergencia hacia estándares internacionales al mismo tiempo que las regulaciones deben ser transparentes para reducir los costos de transacción de mayor integración y globalización. Estas economías también enfrentan hoy día presiones endógenas o desde adentro, para modernizer sus instituciones. Sin embargo, las regulaciones pueden convertirse en armas estratégicas para excluir o discriminar a extranjeros, con lo cual pueden convertirse en nuevas formas de proteccionismo. En otros casos, las regulaciones podrían discriminar a las empresas nacionales y a favr de los extranjeros. Así, las regulaciones en el Nuevo contexto internacional podrían ser generadores de bienestar, mientras que en otros casos podrían ser destructoras del bienestar.

La discusión intelectual sólo muy recientemente ha abordado tal tema clave, sobre todo porque las regulaciones y su modernización se han aplicado en países desarrollados con otro contexto acaso opuesto al de los países emergentes. Las reglas de juego institucional van de la mano a estrategias de apertura y de modernización interna para ganar reputación económica y de contratos. Sin embargo, muchas economías emergentes se encuentran con que sus gobiernos son anticuados o incapaces y aún se encuentran en situaciones de redefinir su papel en la sociedad.

El presente seminario abordará estos temas no sólo de interés intellectual reciente sino porque todo profesionista debe ser capaz de analizar, evaluar y entender las motivaciones del Nuevo ambiente regulatorio, así como pensar y actuar estratégicamente en dicho ambiente. Las razones del estudio de este seminario, son, entre otras, las siguientes:

 Las empresas y otros agentes económicos reciben los impactos de las regulaciones económicas El egresado del seminario será capaz de analizar dichos impactos como experto económico.

 Algunas empresas y agentes económicos son pieza clave en la definición del Nuevo esquema de regulaciones económicas. Muchas empresas con poder de Mercado necesitan expertos en relaciones con agencias de gobierno. Los egresados del seminario estarán capacitados en tales estrategias.

 El economista debe ser un analista de los impactos al bienestar, de acciones de los jugadores económicos. El seminario hace énfasis en los impactos en el bienstar, de las regulaciones, sobre todo económicas

 El tema de cambio regulatorio es multidisciplinario, ya que abarca la teoría económica, teoría de juegos, economía institucional, filosofía del derecho y estrategia. El curso hará énfasis en enfoques alternativos de regulaciones, y su aplicación a América Latina.

CALIFICACIONES

Tendremos un formato tan cerca como sea possible a un real seminario. Habrá un sólo examen a libro abierto a mitad de curso, con valor de 20%.

El resto de las actividades a evaluar sera:

1 Trabajo de investigación individual. Propuestas se entregarán en la segunda semana y el trabajo sera inédito (50%)

3 Presentaciones en grupos pequeños de 3 alumnos, sobre extensión, aplicación o Nnuevo enfoque del tema tratado en los tres segmentos del curso (30%)

Nota: Excepto para la primera semana del seminario, espero que lean materiales antes de cada session, ya que las mismas serán dedicadas al análisis y evaluación, así como al debate de posiciones de los temas abordados semanalmente con las lecturas.
